In a city facing a daunting affordable housing crisis, Rooted & Rising aims to contribute to the community by offering low income housing and property management that cater to the diverse needs of residents.

The agency’s supportive housing program originated with the acquisition and rehabilitation of the 18-unit Parkview Apartments building as part of its transitional living program in the 1990s. Over the following years, Rooted & Rising and our partners completed three additional multi-family housing and townhome developments, beginning with the 6-unit UMCS Townhomes (2006), 24-unit Washington Park Apartments (2010) and the 24-unit UMCS Phase III (2012) that included a mix of apartments and townhomes. 

In total, our current supportive housing program consists of seventy-two (72) total units, a combination of 2- and 3-bedroom apartments and townhomes offering high quality, stable, and low income housing to families in the heart of Milwaukee’s Washington Park neighborhood. 


Economical Property Management Services

After several years of working with external property management firms, in July 2020 Rooted & Rising took over direct property management of its housing program. That decision was motivated by a belief that the control and accountability inherent to an internal management model would facilitate the delivery of more effective, cost-efficient property management and improved outcomes for our residents, partners and investors. 

Through a great deal of hard work, and with the support of our partners, that is precisely what has transpired. In addition to significantly improved occupancy rates (+95%), service delivery and overall financial performance, we have presided over a steady, deliberate effort to transform and strengthen the culture of our housing program. That success offers a model for other partners in Milwaukee who are committed to the provision of mission-driven property management and quality housing  for families.

Next Phase - New Housing Development | Rooted & Rising Washington Park Community Center

Rooted & Rising is committed to playing a bigger role in meeting the need for quality, stable, and affordable housing in the Washington Park neighborhood. To address those unmet needs, We  plan to collaborate with partners to develop new properties and expand our current housing portfolio. We envision a two-track strategy focused on: 

An expansion of our current housing program to develop new rental properties, self-manage those units and provide supportive services for vulnerable, low-income families, including those referred to Rooted & Rising through Coordinated Entry; and 

  1. An expansion of our current housing program to develop new rental properties, self-manage those units and provide supportive services for vulnerable, low-income families, including those referred to Rooted & Rising through Coordinated Entry; and 

  2. The development of primarily single-family homes on vacant City-owned lots that provide a viable pathway to homeownership for low and moderate-income families.

As the agency returns to the new housing development sector, we are firmly committed to build new homes, advance the cause of housing equity and the health and well-being of the individuals and families that reside in those homes.

Rooted & Rising is one of the only organizations in the city offering permanent, supportive housing for families that are transitioning out of homelessness through the collaborative effort to eliminate homelessness known as Milwaukee County’s Continuum of Care (CoC).

In 2022, the CoC recognized Rooted & Rising as its Landlord of the Year for its contributions as both a landlord and social service provider in the fight against homelessness.
